Senior Accountant

Abacus Solutions Group is currently recruiting for an HCV (Housing Choice Voucher) Senior Accountant. This is a 6-month Temporary role to begin immediately. 

Job Responsibilities:

• Track outgoing portable clients and send bills to RHAs for reimbursement or receive and verify bills from IHAs for incoming clients.
• Calculate and process monthly Housing Assistance Payments (HAP) and allocate the mandatory administrative fee.
• Review and verify HUD-50058 forms and HUD-52265 portability billing forms for accuracy regarding rent calculations, utility allowances, and subsidy amounts.
• Facilitate the absorption process where a receiving housing authority takes over the voucher instead of billing the original authority.
• Ensure all financial data related to port-ins and port-outs is tracked in accordance with HUD regulations and Financial Data Schedule (FDS) compliance requirements.
• Prepare timely and accurate financial reports in accordance with GAAP.
• Ensure timely reconciliation between general ledgers and sub-ledgers.
• Maintain a system of internal controls over manual and software-related accounting functions.
• Coordinate billing, reimbursements, inter-program funds, and any other accounting-related functions.
  

Minimum Qualifications:

• Bachelor's degree in public administration, business administration, accounting, finance, or related field from an accredited college or university
  OR associate’s degree in public administration, business administration, accounting, finance, or related field from an accredited college, AND Two years of fiscal analysis experience, OR Four years of fiscal analysis experience.
• Working knowledge of HUD HCV program regulations (Portability).
• Demonstrated proficiency with Microsoft Excel (pivot tables, VLOOKUP’s, etc.)
• Strong analytical skills with the ability to reconcile complex accounts, identify discrepancies, and resolve them independently.

Preferred Qualifications:

• HUD accounting experience.
• Experience in a statewide or multi-site housing program environment.
• Experience ERP systems such as TeamWorks (PeopleSoft), GA@WORK, and Yardi Voyager.
